It is true that the iPads sold in Japan are SIM free outside Japan. I used mine with an AT&T SIM card while on travel in the U.S. this summer.

However, SoftBank (the iPad official distributor for Apple in Japan) will not sell a 3G model to non-residents of Japan. Neither will an Apple store or other store, who all act as agents for SoftBank for that version of the iPad.

So, unfortunately, the only version a non-resident can buy in Japan is the wi-fi only version.
