This has to be done by the carrier softbank but they do not offer unlocking.
You can get a third party to do this but its expensive.
Its cheaper to sell your ipad and go buy a factory unlocked version.

Permalink Reply by Kizuki on March 5, 2012 at 8:05am All iPad are unlocked by default. If you buy Softbank iPad, you can use it in Phillipines. It cannot be used only with Japanese non-Softbank carriers. All other carriers are OK.

Ipad bought in Japan only works with softbank in Japan!!! locked domestically.
Ipad bought in Japan taken to another country with a compatible sim card will work fine. Internationally unlocked.
