It is not sim locked.

If you take your iPad overseas and insert a microsim card it will work just fine.

If you put a different microsim card in within Japan it will not work even if it your iPhone 4 sim card right?

So the real reason why you can't use just any microsim in Japan is because of the imei number it's tied to iPads in Japan this was agreed with softbank and apple. So this way it's locked to softbank but not sim locked! Thus being unlocked out of the country and locked down within Japan.

Well yes you need to somehow add your ipad to the white list so that it shows up on apples servers as factory unlocked.

This has to be done by the carrier softbank but they do not offer unlocking.

You can get a third party to do this but its expensive.

Its cheaper to sell your ipad and go buy a factory unlocked version. 

Hello i need an ipad 2 which is not locked by softbank or any carrier because i want to use it in the philippines..or if i buy the unit from softbank could it be unlocked? Please help...

All iPad are unlocked by default. If you buy Softbank iPad, you can use it in Phillipines. It cannot be used only with Japanese non-Softbank carriers. All other carriers are OK.

but can i use globe telecom philippine network to access the internet?because i dont want to depend only through wifi.thanks

Ipad bought in Japan only works with softbank in Japan!!! locked domestically.

Ipad bought in Japan taken to another country with a compatible sim card will work fine. Internationally unlocked.
