The iPad is not locked. However SoftBank claims that inside Japan itself it can only work with a SoftBank SIM card. I don't know why that might be so. You should call DoCoMo and ask them. They will willingly sell SIM cards for unlocked cell phones and other devices. However if you get it from them the monthly cost is high for devices they don't sell - like almost 10,000 yen/month.
iPhone 4 SIM cards won't work in iPads in general, so that could be the problem. What kind of contract do you have with DoCoMo for your iPhone 4?

The Iphone 4 i have is from ATT i unlock it, and the Sim i am using on the Ipone is from Docomo is from my Sony xperia phone, so the Iphone is Working fine.
Now, The Ipad i buy in Akihabara, i jailbreak the Ipad already, but no luck about the Unlocking, i will like to know Really if this thing is really sim lock to Softbank, if anyone here have a Unlock Ipad from Softbank please little help here.

Just an added datapoint - my iPad was originally bought in Japan but exchanged in the U.S. this summer because of a dead pixel problem. So the actual iPad I have is the one sold in the U.S.
But the 3G does work fine with the SoftBank SIM card. Even though I'm not paying the pre-paid "charging" I can connect via 3G to "My Account" where I can change account info and sign up for a charge, if I wanted to.
Did ANYONE who bought an iPad FROM SOFTBANK do the following?
A. Get an NTT sim with Mopera data plan.
B. Cut it down.
C. Insert into iPad.
D. Go to Carrier Settings and change APN settings to mopera.net.
E. Celebrate because they are now using NTTs data network.
