As of November 9 2011, confirmed that it is not available. On their website as well as FAQ, it just says 'in the future' for both functions.
Neither function has been made available in the beta version 5.0.1 iOS, as well.
So we wait...

Actually, that is not correct.
FaceTime and iMessage do not use Cellular voice. When FaceTime calls are initiated outside of a WiFi network, they use 100% 3G data to carry both voice and video.
It is therefore absolutely possible for KDDI to have these 2 features, which is why it is tagged 'for the future' , and also why for the interim, KDDI recommends using the iOS version of Skype to do FaceTime video chat on their 4s iPhones.
Skype video calls work great on KDDI iPhone 4S. I have used it a lot with no problems.
