I was in Tokyo for the big on Jan1, Fukushima for a decent heading north, and back Kobe where there was a shindo3 (in Wakayama) the other night. Confirm that you both have earthquake warning turned on AND that you have selected Japanese language for iOS interface, AND you have location settings turned on.
It should be working if all of the above points are true."
